Caelum's strong commitment to quality assurance has guided our operation in the past and will continue to guide our operation.
We define quality assurance as "providing products and services that guarantee 100% satisfaction of our customers' explicit and
implicit requirements." We believe that achievement of quality performance on each of our contracts requires establishment and
implementation of a quality management system that is tailored to our customers' requirements, work environment, and regulatory and
legal mandates, and that provides the necessary management involvement and controls to ensure consistent delivery of outstanding
products and services. Because each customer defines requirements for its own services, our approach is always customer (and,
by implication, project) dependent and flexible to blend with customer culture and objectives.
Based on our past experiences with successful implementations of quality management systems we have observed firsthand the benefits
that accrue at all levels of the organization.

Our commitment to quality is evidenced by our past and on-going efforts of achievement of ISO 9001:2000 certification on our existing
contracts.
Caelum historically has done much of our work as a subcontractor on critical NASA projects for some of the nation's foremost defense
and aerospace companies. Our prime contractor teammates have almost invariably been large, ISO-certified companies who have required
conformance to their own corporate quality systems. This history has given us extensive experience with comprehensive, project-specific
ISO compliant quality management systems.
For example, Caelum supported the NASA Consolidated Space Operations Contract (CSOC) as a subcontractor to Lockheed Martin Space
Operations (LMSO). Caelum was contractually obligated to follow the Lockheed Martin CSOC quality system that incorporated plans,
processes, and procedures fully compliant with each of the ISO 9001, Section 4 quality system requirements.
Caelum also has firsthand experience in fulfilling the requirements of other quality standards, specifically the Food and Drug
Administration's Quality System Regulation (21 CFR 820) through a Caelum subsidiary (divested in 2004), Deus Technologies, whose primary
business was the application of image recognition algorithms, originally developed for NASA satellites, to the detection of lung cancer
and other medical applications. The Deus software development process, fully compliant with the FDA's Quality System Regulation, was
equivalent to the Software Engineering Institute's (SEI) Capability Maturity Model (CMM) Level 3 requirements.
Currently Caelum supports the NASA Near Earth Network Services contract (NENS) as a subcontractor to Honeywell Technology Solutions Inc
(HTSI). This contract provides engineering and operations, sustaining engineering, and certification and training to support NASA
ground systems and simulators. Caelum is contractually obligated to follow the HTSI NENS quality system that incorporates plans,
processes, and procedures fully compliant with each of the ISO 9001:2000 system requirements.
In September 2005, Caelum achieved ISO 9001:2000 certification on our Information Systems Operations and Support Services (ISOSS)
contract at WSMR. This contract provides network engineering; programming; system administration; support of the Digital Data Control
Facility for the Range Control Center, the Operations Control Display Facility, the Telemetry Data Center, and the Transportable Real-Time
Augmentation Control Systems; non-traditional services including the precise measurement of optical media in film as well as video
and digital format of range testing events, technical support services including help desk; develops, administers, manages, and
converts unique databases; operates the message traffic and logistical support to the Army WSMR.
Additionally, Caelum is seeking ISO 9001:2000 certification for our headquarters office in Rockville, Maryland certification
by mid-2008
