Program Manager - MOITA:
- Provides overall program management support to a major task order contract for all 7 of the NOAA line offices.
- Provides management and technical direction of planning and scheduling tasks on a Performance-Based Contract.
- Assist Gov't to bring about paradigm shift in framework for provision of IT Infrastructure support across NOAA line offices.
Responsibilities:
- Overall responsibility for all contract technical, schedule and cost performance, also quality of service and deliverables.
- Define and communicate performance, schedule, and cost standards, goals, and objectives for all elements and functions of the statement of work.
- Maintains detailed knowledge of required compliance documentation including Quality Assurance Surveillance Plan, and IT Security Plan, Organizational Conflict of Interest Plans.
- Create, maintain, and control project schedules; determine and report Earned-Value metrics.
- Identify project milestones and activities necessary to achieve project objectives.
- Prepare and issue Task Orders on an IDIQ basis, as required.
- Prepare and maintain a Task Order Management Plan which defines the requirements for each task order and manage each task according to the plan.
- Review Task Order (TO) plans including cost estimates, staffing plans, schedules, and deliverables.
- Identify the physical resources and personnel with the skills and skill levels required to capably execute TOs in a cost-effective manner; monitor personnel cross-utilization across work areas.
- Interface with project schedulers and resource analysts to ensure correlation of project schedules with the Program Operating Plan.
- Assist in open and continuous communications with Gov't . officers on analyses of project costs and schedules, coordinate and evaluation of project risks.
- Continuously monitor cost and schedules to ensure compliance with the performance objectives, SOW, and Task Order Plans; take corrective actions to ensure successful execution to completion of TOs.
- Determine overall project performance, variances and risk areas, and report to Gov't. PMO and CO/COTR.
- Provide earned value reporting, using proven methods compliant with Gov't. reporting standards.
- Provide business oversight/interface to Gov't. PMO and CO/COTR.
Minimum Qualifications:
- B.S Management, Physics, Engineering, Computer Science, or a related discipline.
- 10 years technical management experience of large complex programs, including five years managing and directing task order services.
- Knowledge of Performance Based Contracting, including Earned Value Management methods.
Desired Qualifications:
- M.S Management, Physics, Engineering, Computer Science, or a related discipline.
- 10+ years of technical management experience directing large complex programs on behalf of NOAA, including five years managing and directing task order services on a performance based contract, including Earned Value Management reporting.
